The Aspirational Ratchet
The most reliable sign that a welfare program has succeeded is that nobody wants to vote for it anymore.
This is the paradox at the center of Indian electoral politics right now. For two decades, welfare delivery won elections in India. Free food, subsidized gas, toilets, cash transfers — whoever delivered the goods, delivered the votes. The logic seemed iron: give people what they need, they give you their trust.
Then something shifted. BJP's welfare machinery — Jan Dhan accounts, free rations under PM-GKAY, Ujjwala gas connections reaching 100 million homes, arguably the most sophisticated apparatus in Indian history — delivered less than expected at the ballot box. Not because delivery failed. Because voters had moved on. The floor had moved with them.
They weren't ungrateful. They were beyond grateful. They had internalized the floor.
i · the mechanism
This is the aspirational ratchet. It operates in every system that successfully delivers on its promises. When institutions meet a need consistently enough, they transform it from a gift into an expectation. The ratchet clicks upward. The political reward — the gratitude, the loyalty, the vote — evaporates. Not because the need was unimportant, but because it has become infrastructure. Invisible. Assumed. Like electricity.
In India's case, the floor rose dramatically over the past decade. Food security stopped being aspirational; it became expected. Gas for cooking stopped being a luxury marker; it became a baseline. Cash transfers, free rations, toilet construction — these programs worked. They built the floor.
And then the voters looked up.
What they saw: unemployment, particularly among youth. Informal wages flat or falling. Economic mobility — the feeling of rising, of getting somewhere — stubbornly unavailable to hundreds of millions who now had enough to survive but not enough to get ahead. The welfare machine had solved the 2014 problem. The 2024 problem had moved above it.

The aspirational ratchet is one of the most durable patterns in political history.
In the United States, the New Deal coalition that Roosevelt assembled in the 1930s was built on the radical proposition that the federal government could and should guarantee basic welfare: employment, social security, agricultural support. It worked. It dominated American politics for a generation.
And then it eroded — not because it failed, but precisely because it succeeded. By the 1960s, the New Deal floor had been internalized. A generation had grown up with Social Security as background fact, not gift. The ratchet had clicked. New anxieties — race, culture, economic displacement — had risen above the floor. The coalition that welfare built could not hold a constituency whose welfare was now assumed.
Nixon read the ratchet correctly. He didn't campaign against Social Security. He absorbed it, moved it below the political waterline, and fought on the anxieties that had risen higher. "Welfare" went from coalition-builder to wedge issue not because the programs stopped working, but because they had become the ground everyone stood on — and therefore invisible.
In post-war Europe, the pattern played out differently but the ratchet clicked in the same direction. The Beveridge vision — protection from want, disease, ignorance, squalor, idleness — was transformative precisely because it addressed visceral, immediate deprivation. Within a generation, the children of welfare states were aspirational in ways their parents weren't. They wanted autonomy, quality, choice, dignity at work. Not just security. The floor had risen. Thatcher and Reagan didn't win by attacking the floor. They won by standing above it and addressing the layer that had risen higher.
iii · the cruel symmetry
Here is what makes the aspirational ratchet genuinely difficult: the signal of success and the signal of failure look identical from inside the institution.
When people stop voting for welfare, the institution registers: abandonment. It reaches for familiar explanations. Ingratitude. Misinformation. The opposition's deeper pockets or darker manipulation. What it rarely reaches for is the harder, more accurate diagnosis: we succeeded so completely that we rendered ourselves invisible.
This matters because the wrong diagnosis produces the wrong response. If you think voters are ungrateful, you double down — more programs, more visibility, more credit-claiming. If you understand the ratchet, you ask a different question: what's the next floor? Where has aspiration risen to, and can we meet it there?
The BJP knew this by 2024. Post-election analysis was blunt: "Aspirational India is hurting." Unemployment, inflation, the feeling of stalled mobility. The welfare machine was running. The problem had moved above it.
iv · what the ratchet is not saying
It's worth being precise about what the aspirational ratchet does not mean.
It doesn't mean welfare programs are worthless. It means they worked. The shift from gift to floor is not ingratitude — it's normalization, which is exactly what dignity requires. When we argue that food security should be a right, not a favor, we are asking for the ratchet to click. We want the floor to rise. We are demanding that yesterday's extraordinary become today's ordinary.
It doesn't mean politicians should stop building floors. Every generation inherits floors built by previous ones. The New Deal floor is still there; Americans would revolt if it were removed. The question is never "should we have built this?" It's "what are we building above it?"
And it doesn't mean aspiration is naive or ungrateful. It is the correct human response to security. Maslow formalized this in 1943. The ratchet is not a political problem. It is biology running its course at civilizational scale.
v · reading the click
The institution that can hear the ratchet click before the election is the institution that survives the cycle.
This requires a particular kind of humility: the willingness to declare success — loudly, as a transition — rather than continuing to campaign on the problem you already solved. Your coalition was built on a specific need you have now met. Meeting it made your coalition's original glue obsolete. The members aren't gone. They've risen past the problem. You have to rise with them.
For India, the question the 2024 result posed was specific: the floor of basic welfare has been built. What lies above it? Economic mobility. Meaningful employment. The dignity of formal, visible economic participation. These require different instruments — not scaled-up welfare, but the transformation of welfare into capability. The ratchet is pointing.
For political theory more broadly, the ratchet poses a perennial design question: how do you build institutions that can read their own success as a signal to evolve — and avoid becoming permanently optimized for yesterday's problem?
vi · the coherenceism frame
The aspirational ratchet is nested coherence working correctly.
When local systems — individual voters, families, communities — internalize a floor and orient toward the next layer, they are doing what living systems do: aligning with the next pattern. The ratchet is not malfunction. It is growth.
The problem arises when the institutions meant to serve those living systems fail to evolve with them. When the form — the welfare program, the political coalition, the governing ideology — stays fixed while the underlying pattern — human aspiration — continues to move. Living traditions evolve while honoring roots. The roots of welfare do not change: dignity, security, the state as guarantor of basic flourishing. The forms through which those roots are expressed must.
Coherence does not come from striking harder. It comes from reading where the resonance is now. The ratchet's click is not ingratitude. It is the system telling you where alignment lives today.
The welfare state is not built once and held forever. It is built floor by floor, each floor becoming the ground beneath the next. The institution that mistakes the ground for a gift is the one that loses the vote — and, eventually, the capacity to build anything above it.
