The Permanent Emergency

On the night of August 16, 2006, and into the morning of the 17th, a mountain in Ecuador killed seven people, buried five villages under pyroclastic flow, threw an ash column three kilometers above its crater — eight kilometers above sea level — and sent thousands of people running downhill. The wire services called it an emergency. It was the strongest phase of an eruption that had already been going on for seven years and would continue, on and off, for another decade.

That is the part worth stopping on. Not the ash column. The seven years, and counting.

Tungurahua — the name is usually glossed from Quichua as "Throat of Fire," which is the kind of naming that suggests the locals were never confused about the situation — is a stratovolcano in the Ecuadorian Andes, about five kilometers tall, that went quiet for roughly eighty years and then woke up in 1999. The town of Baños sits at its foot: hot springs, waterfalls, tourists, sixteen thousand people. When the mountain reactivated, they evacuated. Then they came back. Then it erupted again, and they evacuated, and came back. This has now happened enough times that it stopped being news and became a schedule.

We call it an emergency because "emergency" is a word that assumes an ending. It's borrowed from medicine and firefighting, disciplines where the crisis is a deviation from a baseline you can return to. The volcano is not deviating from anything. It has been building itself out of its own eruptions for something like three thousand years, and the seventeen-year run of activity that has defined every human life currently within evacuation range is, on the mountain's clock, an unremarkable afternoon.

There is no version of this where the volcano stops being a volcano and everyone can relax. There is only a mismatch of timescales so large that one party experiences it as an ongoing catastrophe and the other party doesn't experience it at all.

So why does anybody stay?

Because the ash is the point. Volcanic soils are among the most fertile on Earth — the same fine mineral fall that smothers a village is what makes the fields below it grow better than fields anywhere else. The mountain is not a threat that happens to have a town next to it. The town is there because of the mountain. Everything that makes Baños worth living in — the springs, the soil, the absurd green of the valley — is the same geological machinery that periodically tries to end it. The gift and the bill arrive in the same envelope, which is the universe's oldest delivery format.

And here is where the vertigo should arrive, if you let it: this is not a story about a few thousand unusually stubborn Ecuadorians. You are also standing on a thin skin of cooled rock floating on a planet whose interior is still, four and a half billion years later, hot enough to melt everything you've ever loved. Your baseline is a lull. Every human being alive has made some version of the wager the people of Baños made — stay close to the thing that feeds you, accept that it is also the thing that could kill you, and get on with the afternoon.

The difference is one of degree, not of kind — and the degree is enormous. A farmer inside the pyroclastic range carries a real annual chance of dying from this mountain. You, wherever you are reading this, do not, and no amount of instrumentation would reveal otherwise. What Baños has is not better knowledge of the same odds. It's worse odds, and instruments good enough to watch them.

Which makes the returning look different — though not in the way that flatters a reader. From a distance it reads as recklessness, or poverty, or fatalism, and the poverty is not a detail to walk past. When Baños was emptied in 1999, sixteen thousand people in a town that lives on tourism were moved away from the only livelihood they had, with nowhere compensated to go. Within months they were pushing past military blockades to get back to their shops and their fields while the mountain was still erupting. Researchers who followed them found what you would expect: families stripped of income, and pressure to return building until it broke through the cordon. Constrained choice looks identical to serenity from the outside.

Grant the constraint, though, and something remains that the constraint doesn't explain. Up close the pattern is a rhythm: pack, leave, wait, come home, plant. A community that has metabolized a permanent hazard into a seasonal one, and kept both the fear and the harvest. That's not denial. Denial would be refusing to evacuate. They evacuate. They just decline to accept the mountain's timescale as a reason to stop having a life on their own.

And there is a harder edge underneath, which is that a permanent emergency is a permanent question of authority. Someone has to decide when it's over. For seventeen years that someone was not the people standing in the ash — it was the state, holding the seismometers, the cordons, the evacuation orders, and a tourist economy that runs on an official saying the mountain is safe today. Here is the detail that should stay with you: the seven people killed on August 17 died in an area that had been designated safe. Best available data, entirely good intentions, and the authority to define normal for sixteen thousand people — and the line was drawn in the wrong place.

So the returning is not only adaptation. It is also a refusal: the people who actually carry the risk declining an arrangement made for them by people who don't. Both sides are trying to keep the same humans alive. One coherence is grown from inside the situation by those living it; the other is issued from outside by those who go home when the shift ends. That tension isn't specific to volcanoes. It's the shape of nearly every safety decision made on somebody else's behalf.

There's something almost funny in the whole business, in the way the best things are. The mountain has no intentions. It is not warning anyone, punishing anyone, or granting anything. It is a large object doing thermodynamics very slowly. And a few thousand primates at its base have looked at an indifferent process operating on a scale that renders their entire civilization a rounding error, and decided to grow tomatoes in it.

The emergency is permanent. So is everyone's, everywhere. The people who live in the throat of the fire are simply the ones who can see it — who have the instruments, and the ash on the tomatoes, and someone official telling them when it's safe to go home — and who stayed anyway, and made the soil work.
