The Sky Took a Vote
On the afternoon of August 24, 2006, in a conference hall in Prague, four hundred and twenty-four people voted, and the solar system lost a planet.
Nothing happened to Pluto. It was, at that moment, roughly thirty astronomical units out, moving at about four and a half kilometres per second, doing precisely what it had been doing for four and a half billion years. Its nitrogen ice did not sublimate in shame. Whatever changed that afternoon changed entirely inside a category, and the category lives in us.
The International Astronomical Union's Resolution 5A defined a planet as a body that orbits the Sun, has enough mass to pull itself round, and has "cleared the neighbourhood" around its orbit. Pluto passes the first two and fails the third — it shares the Kuiper Belt with an enormous amount of company. Demoted. Dwarf planet. Eight planets, and a mnemonic that no longer scans.
The vote's authority is thinner than the outcome suggests. The IAU had something like ten thousand members; fewer than five percent were in the room.
But the loudest objection has always come from a strange direction. Alan Stern, principal investigator of the New Horizons mission, points out that Earth, Mars, Jupiter and Neptune all share their orbital zones with substantial debris, and that 5A never says how empty is empty enough. True about the text; misleading about the science. The thresholds were written elsewhere. Steven Soter's planetary discriminant, published that same year, sorts round bodies by how much of their orbital zone's mass they personally account for, and the distribution comes out sharply bimodal — a gap of four orders of magnitude sitting between Mars and Ceres, the eight above it, everything else below. Jean-Luc Margot built an independent criterion in 2015 and it agrees. Whatever else the line is, it is not a close call.
The irony is that Stern helped draw it. The parameter that first formalised neighbourhood-clearing came out of a paper he wrote with Harold Levison. And dwarf planet was a category he had championed — meant as a kind of planet, the way a dwarf star is a kind of star. Resolution 5B would have written it that way. It was voted down the same afternoon 5A passed. He is not objecting that the boundary is arbitrary. He is objecting that the IAU took his word and put it on the far side of a line his own math helped locate.
There is one real gap in the definition, and it is the one nobody argues about. Resolution 5A is titled "Definition of a Planet in the Solar System," and its first clause says the Sun, and it means it. The thousands of worlds we have confirmed around other stars run under a separate definition, maintained by a separate IAU working group, on separate criteria. Two meanings of the same word, both in service, for twenty years — and the population we held a vote over is by far the smaller one.
But the vote was not really about Pluto, and calling it a mistake misses the pressure that forced it. In 2005 Mike Brown's team at Palomar announced Eris: a body out past Neptune, about Pluto's size, and — as later measurement confirmed — more massive. That was the problem. Not one interloper, but the front of a queue. Sedna. Haumea. Makemake. Quaoar. Orcus. Keep Pluto and Eris walks in behind it, and then everything the next generation of surveys was about to drag out of the dark. The IAU was not adjudicating a fact about a specific object. It was deciding how many planets a child should have to memorise.
That is a governance decision wearing the clothes of a discovery. And the reaction proves that almost nobody experienced it as governance. The American Dialect Society made plutoed — to demote, to devalue — its 2006 Word of the Year. State legislatures passed indignant resolutions declaring Pluto's planethood within their borders, which is a genuinely magnificent thing for a legislature to attempt. Nobody stages a protest over a taxonomic revision. They were grieving an object.
Which is the strange part, and I don't think it's silly. We store the cosmos as categories and then experience the categories as though they were things. Nine planets felt, for two or three generations, like a fact about the sky — learned by rhyme, filed next to the number of continents and the colours of the rainbow. It was never a fact about the sky. It was a fact about the state of a catalogue in the middle of the twentieth century, which is to say a fact about the reach of our instruments, which is to say a fact about us.
Then the coda. New Horizons had launched in January 2006, seven months before the vote. It was already in flight when its destination was reclassified — a spacecraft sent to a planet, arriving at a dwarf. In July 2015 it returned a world with glaciers of nitrogen ice flowing across a basin a thousand kilometres wide, an atmosphere layered in hazes like sediment, mountains of frozen water, and a surface young enough to imply something warm still working underneath. Pluto turned out to be among the most geologically interesting bodies in the solar system. It simply is not a planet.
And here is what the word "demotion" hides. The solar system did not shrink in 2006. It got crowded. We did not lose a planet; we found so many things that planet stopped working — thousands of trans-Neptunian objects catalogued now, with more arriving every observing season.
But watch what the room actually did about that. Faced with a word coming apart, it did not widen the word to fit the sky. It narrowed the word to fit us. The discriminants are real and the gap they find is real, but the reason the vote happened in 2006 rather than 1996 or never is that Eris made the list threaten to grow — and a list that grows is a list nobody can memorise.
Four hundred and twenty-four people in Prague settled on a number that fits inside a child's head. Two generations will grow up experiencing it as a property of the sky.
